Governor Brown Appoints Eloisa Miller as Economic and Business Equity Manager

(Salem, OR) — Governor Kate Brown today named Eloisa Miller as her Economic and Business Equity Manager. Miller will focus on addressing issues of equity and advancing priorities for Minority-owned, Woman-owned, Emerging Small Businesses, and Service-Disabled Veteran Business Enterprises (Certified Firms).
 
“Eloisa has a strong commitment to equity and ensuring that businesses have a fair shot at economic success,” Governor Brown said. “She has developed deep relationships in business communities across Oregon and is a champion and advocate for their needs. I look forward to her partnership as we move Oregon forward and make ours a home where all people thrive.”
 
Miller serves as the Equity in Public Purchasing and Contracting Program Manager for Portland Public Schools. In her role, she works with internal staff to expand utilization of Certified Firms through increased engagement with local businesses and stakeholders; participates in the development of district policy to strengthen opportunities; manages outreach initiatives; and plans and implements new processes to increase inclusion of Certified Firms.
 
In her prior position serving in the Governor’s Office, Miller coordinated efforts of more than 75 state agencies and several hundred personnel statewide to develop and support opportunities for Certified Firms. She successfully led the coordination and planning of the 2014 Governor’s Marketplace, bringing together more than 500 attendees.
 
Miller served for more than seven years as a procurement and contract specialist for the Oregon Department of Transportation.
 
She begins her role on Oct. 24.
