Eastern Oregon State Highway Construction Underway

LA GRANDE, Ore. – Highway construction season has begun and several projects are currently
underway. Eastern Oregon travelers can expect to see orange traffic cones and construction
workers at several dozen work sites throughout the year along Interstate 84 and secondary state
highways. ODOT reminds motorists to slow down, pay extra attention and be prepared for flaggers
and traffic pattern changes when they see orange cones and construction signs. Distracted or
inattentive driving and speed are primary causes of crashes.
 
With new, higher legal speed limits on many eastern and central Oregon routes, it is more important
than ever to keep your mind on the task of driving. Remember, traffic fines are double the amount in
all work zones, regardless of the presence of construction workers. Please pay attention to avoid
paying a fine, or being involved in a crash.
 
This year ODOT crews and their contractors will repair and resurface hundreds of miles of
pavement, repair or replace aging bridges and culverts, add life-saving rumble strips, and perform
other work necessary to keep highways safe and efficient.
 
Listed below are a number of key highway projects currently underway or expected to start soon.
Project information is sorted by county area, with interstate and U.S. highways listed first. The
highway number and anticipated traffic impacts are listed in bold type. Location information is listed
via mile post (MP) number for the highway section. Construction timeframes are estimates and
subject to change. Updated information or changes from previous construction report is highlighted
in RED. Additional updates will be shared throughout the construction season.
 
Umatilla / Morrow / east Wheeler County Area
 
I-84 Old Oregon Trail Highway – Concrete pavement repairs for westbound freeway between Exit
188 and Pendleton, MP 188–203. Lane closures, reduced speeds and minor delays. Mostly
nighttime work. Daytime lane width will be 19 feet. Nighttime lane width will be reduced to 14
feet. Work expected to start July/August. Completion: 10/2016
 
I-84 Old Oregon Trail Highway – Pavement grind/inlay between Pendleton and Cabbage Hill, MP
203.65–217.75. Single lane travel in work zone, reduced speeds and minor delays. Day and
nighttime work. Work expected to start July/August. Completion: 9/2016
 
U.S. 395 Umatilla-Stanfield Highway – Paving grind/inlay plus other upgrades in Hermiston
between junction of U.S. 730 and SE 4th Street, MP 0.0–6. This project is mostly completed.
Some minor work may be occurring in the area over next week with minimal impacts to
traffic. Completion: 7/2016
 
U.S. 395 Pendleton-John Day Highway – Add rumble strips, possible shoulder paving six miles
south of Pendleton, MP 6.9–14.53. No impacts expected. Work is now completed. Completion:
6/2016
 
U.S. 730 Columbia River Highway – Add rumble strips, possible shoulder paving along two highway
sections between junction of I-84 and Southshore Drive, and between junction of I-82 and
Washington border, MP 168.2–179.88 and MP 186–203.3. Pavement patching MP 186-191. No
impacts expected. Work is now completed. Completion: 6/2016
 
U.S. 730 Columbia River Highway – Pavement overlay between Southshore Drive and Washington
border, MP 180.54–203. Includes sidewalk ramp and traffic signal work. Lane closures, reduced
speeds, flaggers, pilot cars, up to 20 minute delays. Work expected to start late fall. Completion:
8/2017
 
OR 11 Oregon-Washington Highway – Add rumble strips, possible shoulder paving along two
highway segments between Pendleton and OR 331 junction, and between Adams and MiltonFreewater,
MP 2.03–4.35 and MP 11–26.3. No impacts expected. Work is now completed.
Completion: 6/2016
OR 206 Wasco-Heppner Highway – Pavement chip seal between Gilliam Co. line and Heppner, MP
54.86–83. Downtown Heppner will also receive fog seal coating over chip seal. Lane closures,
reduced speeds, day/nighttime flaggers, pilot cars, loose rock on the roadway, delays up to
20 minutes. Parking restrictions for 1-2 days in Heppner during paving activities in town.
Work expected to start mid-late July and take about 2 weeks to complete. Completion: 9/2016
 
OR 207 Hermiston Highway – Add rumble strips, possible shoulder paving along two sections of
highway between U.S. 730 and Reed Road, and between west Hermiston and Madison Corner
(south of I-84), MP 0.05–4.24A and MP 9.29A–17.75A. No impacts expected. Work is now
completed. Completion: 6/2016
 
OR 207 Lexington-Echo Highway – Add rumble strips, possible shoulder paving between Lexington
and Madison Corner, MP 0.45–27.13B. No impacts expected. Work is now completed.
Completion: 6/2016
 
OR 244 Ukiah-Hilgard Highway – Pavement chip seal between junction of U.S. 395 and I-84, MP
0.0–46.92. Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock on
the roadway, delays up to 20 minutes. Work expected to start August 8 and take about three
weeks. Completion: 10/2016
 
OR 331 Umatilla-Mission Highway – Add rumble strips, possible shoulder paving between I-84 and
OR 11 junction, MP 0.0–3.48. No impacts expected. Work is now completed. Completion:
6/2016
 
OR 74 Heppner Highway – Pavement chip seal between Gilliam Co. Line and Heppner, MP 8.44–
45.89. Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock on the
roadway, delays up to 20 minutes. Work expected to start July 11 and take 2-3 weeks to
complete. Completion: 9/2016
 
Union / Wallowa / Baker County Area.
 
I-84 Old Oregon Trail Highway – Bridge deck repairs at Union interchange, Exit 265, MP 265.9.
Lane closures, reduced speeds, minor delays. Work is ongoing. Completion: 8/2016
 
I-84 Old Oregon Trail Highway – Bridge rail upgrades on three structures near North Powder, MP
285.6–289.2 Eastbound and westbound lane closures, reduced speeds, minor delays. Work is
ongoing. Completion: 9/2016
 
I-84 Old Oregon Trail Highway – Variable Speed Limit Sign installation between Baker City and La
Grande, various sites adjacent to freeway shoulders, MP 277.1–307.1. Shoulder and lane
closures, minor delays. Work is ongoing. Completion: 10/2016
 
I-84 Old Oregon Trail Highway – Add rumble strips at several locations along freeway between
North Powder and Pleasant Valley, MP 298.51–317.36. No impacts expected. Work is now
completed. Completion: 6/2016
 
U.S. 26 John Day Highway – Pavement chip seal between Austin Junction and Grant Co. line, MP
190.4–199.4. Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock
on the roadway, delays up to 20 minutes. Work expected to start July 25 and take about 3 days.
Completion: 8/2016
 
U.S. 26 John Day Highway – Rock fall correction work near Camp Creek, MP 220–220.5. Possible
minor delays/minimal impacts, work is now mostly complete. Completion: 7/2016
 
U.S. 30 La Grande – Baker Highway. Intersection improvements and signal installation at U.S. 30
and McAlister Road (RR xing) in La Grande area, MP 4.95. Lane closures, flaggers, delays up to
20 minutes. RR crossing at McAlister will be closed for RR work June 20-24. Work is ongoing.
Completion: 10/2016
 
OR 237 La Grande – Baker Highway – Pavement overlay through Pyle’s Canyon south of Union, MP
17.4-20.5. Flaggers, pilot cars, up to 20 minute delays. Work expected to start late June, early
July and be completed by July 31. Complete 8/2016
 
Deer Cr. Rd. (Wallowa Co.) – Replace Deer Creek Road Bridge across Wallowa River near Minam
and relocate old structure to Wallowa. Work site is adjacent to OR 82 at MP 33.75. Deer Creek
Road closed at bridge site, use alternate route. No impacts to OR 82. Old bridge has been
removed and transported to new site in Wallowa. New Deer Creek Road Bridge is scheduled
to be completed and open by Labor Day. Completion: 9/2016
 
20th street (La Grande city street) – Rebuild a section of 20th Street in La Grande. Road closures,
detours on city streets, minor delays. Use alternate routes. Work is expected to start early
July. Complete 11/2016
 
Malheur / Harney / Grant / east Wheeler County Area
 
I-84 Old Oregon Trail Highway – Pavement grind/inlay and guardrail upgrades between Durkee and
Nelson Point, MP 327.45–331.44. Single lane travel for both eastbound and westbound
freeways, traffic pattern changes, reduced speeds and minor delays. Day and nighttime
work. Bicycle detour: Bicycles will be routed along Old U.S. Hwy. 30 (adjacent to freeway)
between Durkee at Exit 327 and Nelson Point (cement plant) at Exit 330. Work is ongoing.
Completion: 11/2016
 
I-84 Old Oregon Trail Highway – Pavement repairs for westbound slow (concrete) and fast (asphalt)
lanes between Huntington and Farewell Bend, MP 345.81-353.21. Lane closures, reduced
speeds and minor delays. Day and nighttime work. Work expected to start mid-late July.
Completion: 11/2016
 
U.S. 20 Central Oregon Highway – Pavement crack seal between U.S. 395 Junction and Warm
Springs Road, MP 134 – 171, and between Harper and Vale, MP 223-256. Lane closures,
reduced speeds, flaggers, possible loose rock and/or oil on the roadway, delays up to 20
minutes. Work expected to take place sometime between late summer and late fall. Completion:
11/2016
 
U.S. 20 Central Oregon Highway – Add rumble strips, possible shoulder paving between Harney
Co. line and Juntura, and between Harper and Cairo Junction. MP 83.95–171 and MP 223.22–
245.42. Lane and shoulder closures, flaggers, possible pilot cars, up to 20-minute delays at
times. Work is ongoing. Completion: 8/2016
 
U.S. 26 John Day Highway – Pavement chip seal between OR19 junction and Mt. Vernon, MP
124.17–154.03. Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock
on the roadway, delays up to 20 minutes. Work scheduled to begin mid – late July. Majority
of chip seal work expected to take about three weeks to complete. Pavement striping
scheduled to take place after work is completed. Some work near bridge in Mt. Vernon will
be delayed until bridge repairs are completed in August. Completion: 10/2016
U.S. 26 John Day Highway – Add rumble strips, shoulder widening John Day to Austin Junction,
MP 163.52–190.53. Lane and shoulder closures, flaggers, possible pilot cars, up to 20-
minute delays at times. Work scheduled for June/July time fame. Completion: 8/2016
 
U.S. 26 John Day Highway – Pavement chip seal between Baker Co. line and Jamieson, MP 221–
261.6. Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock on the
roadway, delays up to 20 minutes. Work expected to start July 11 and take 2-3 weeks.
Completion: 8/2016
 
U.S. 395 John Day-Burns Highway – Pavement chip seal 13 miles south of John Day between Starr
Ridge and Izee-Paulina Road junction, MP 13.4–18C. Lane closures, reduced speeds,
day/nighttime flaggers, pilot cars, loose rock on the roadway, delays up to 20 minutes. Work
expected to start July 28 and take 2 days. Completion: 8/2016
 
U.S. 395 John Day-Burns Highway – Add rumble strips, possible shoulder paving south of PaulinaIzee
Road junction and south of Seneca, MP 17.75–24.83C and MP 31.46–44.3C. Lane and
shoulder closures, flaggers, possible pilot cars, up to 20-minute delays at times. Work
scheduled for June/July time frame. Completion: 8/2016
 
U.S. 95 Idaho-Oregon-Nevada Highway – Pavement grind/inlay starting at west end of Jordan
Valley, extending five miles west, MP 20.71–25.62. Lane closures, reduced speeds, flaggers,
pilot cars, up to 20 minute delays. Work expected to start mid – late-July. Completion: 11/2016
U.S. 95 Idaho-Oregon-Nevada Highway – Pavement crack seal between Jordan Creek and OR 78
junction, MP 25-66. Lane closures, reduced speeds, flaggers, possible loose rock and/or oil
on the roadway, delays up to 20 minutes. Work expected to take place sometime between late
summer and late fall. Completion: 11/2016
 
OR 78 Steens Highway – Pavement chip seal between Harney County line and Burns Junction, MP
60.88–91.60. Lane closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock
on the roadway, delays up to 20 minutes. Work expected to start June 20 and take about three
weeks. Completion: 7/2016
 
Stanton Blvd. (west Ontario) – Pavement chip seal between I-84 and OR 201, MP 0.0–2.09. Lane
closures, reduced speeds, day/nighttime flaggers, pilot cars, loose rock on the roadway,
delays up to 20 minutes. Work expected to start July 6 and take 1-2 days to complete.
Completion: 8/2016
